From the academic side, Clifford graduated with a BA Hons in the History of Malta and Europe from the University of Malta. He also studied political thought and diversity in religion, at the University di Tor Vergata in Rome. He also studied the PGCE course in History and is currently a teacher of History in Santa Margherita College in the Birgu School (Fortini) after a year teaching history in the boys secondary school Naxxar (Naxxar Boys Secondary). In this college, he forms part of the Council of the school; he also taught at the Verdala Junior Lyceum (which forms part of the same college). Clifford is due to graduate in Masters of Arts in Baroque Studies at the University of Malta. Clifford is a member of the Order of the Knights of St John and occupied the post of a Squire for seven years and was vested as a knight of honour on the 18th of June 2011 with the Hospitallier Order. Clifford thinks that the history of Malta is something fascinating and argues that it is one of the richer in the world. Clifford also states that Malta is a "treasure in the open"; he loves Maltese feasts and is also Secretary of the Musical Society of Victoria Naxxar; the youngest person that ever occupied this responsible position. In fact, Clifford was just 20 years when he first occupied this position. In June 2009, he contested the Local Council elections for the first time as candidate of the Labour Party at the Naxxar locality where he was elected at the first count' with 722 vote. The quota was 680. Clifford was appointed the minority leader of the Labour Party Naxxar; the youngest counsellor for Labour party in Naxxar. Amongst his responsibilities within the council, we find the culture, heritage, beaches and public relations. In September 2009, along with other councillors from the Naxxar Council, he went to Bucharest in Romania as a delegate where he met with Minister of Foreign Affairs and Mayor of the second district, with the aim of enhancing relations between the two councils and twinning creating opportunities to young people. Due to the responsibility that was entrusted to him, namely that of culture and history, Clifford organized a Christmas Village in Naxxar on the 13th December 2009; the activity was described as a great success. Naxxar was then packed with people, and had many positive comments upright on newspapers and local media. This activity was the first of its kind in Naxxar.
Clifford is also representative for Malta in the EMAS (European, Mediterranean and Arab States): an organization working to connect and promote the cultures of different countries within 'The Young People's Award. Clifford is also performing the President's Award, Gold level; in August 2009, he attended the International Camp in Metsakartano Finland where together with a group of Maltese and other people from 11 different countries, experienced the cultural diversity of different countries. There, the participants were given a direct written message from Prince Edward of England who is the chairman of the International Council of Gold Award holders.
Moreover, Clifford is part of the IDEAS Foundation where he is the 'Cultural Coordinator’, with a vision of enhancing the cultural and historical awareness in our country. Among the works that were made it is good to mention an interesting feature on former Labour Prime Minister, Paul Boffa.
